July 7, 2025: An update on Adult Education funding

Dear Highline College Community,

Last week, the Department of Education sent a notification to States that impacts our English Language, Career and Academic Prep (ELCAP) program. The program relies on FY25 funds that are being withheld for the Adult Education State Grant and Integrated English Language and Civics Education (IELCE) programs.

Here is their message:

Given the change in Administrations, the Department is reviewing the FY2025 funding for the Adult Education Basic Grants to States grant program, including the Integrated English Language and Civics Education (IELCE) program, and decisions have not yet been made concerning submissions and awards for this upcoming academic year.  Accordingly, the Department will not be issuing Grant Award Notifications obligating funds for these programs on July 1 prior to completing that review.  The Department remains committed to ensuring taxpayer resources are spent in accordance with the President’s priorities and the Department’s statutory responsibilities.

This withholding of congressionally appropriated Federal funding is unprecedented and contrary to longstanding practice that allows states to begin drawing down these funds on July 1st, enabling them to budget accordingly.

We are monitoring the situation and are working with the state board to address these recent developments. We will communicate with campus as we get more information but wanted to provide you with this update to keep you informed.
